Yang Feiyun was born in 1954 in the Inner Mongolian Autonomous Region of China. He graduated from the Oil Painting Department of the Central Acadmy of Fine Arts and is an associate professor in the school. He is also a member of the Chinese Artists Association and a group member of the Chinese Society of Oil Painting. His works were collected by the China National Art Museum, the Fukuyama Museum of Japan, the Feng Pingshan Museum, Taiwan Museum of Fine Arts and other museums and galleries. His albums include: Collected Works of Yang Feiyun in the Reviews of the Chinese Modern Art (published by Guangxi Art Publishing House), Collected Oil Paintings of Yang Feiyun (Suzhai Publishing House in Macao), Collected Sketches of Yang Feiyun (published by Taiwan Mountain Art Foundation).
